NHAI Heatwave Safety Guidelines: Protecting Highway Workers Amid Rising Temperatures

Why These Guidelines Matter
Amid intensifying heatwave conditions across India, the National Highways Authority of India has issued comprehensive safety guidelines to protect highway construction workers and toll plaza staff. The move aims to prevent heat-related illnesses like heatstroke while ensuring that critical infrastructure work continues without disruption.

 

Work Restrictions During Peak Heat Hours
One of the most important measures is the restriction on labor-intensive work during peak heat hours (12 PM to 4 PM). Activities such as bitumen laying and welding, which expose workers to extreme temperatures, will be halted during this period. Instead, staggered shifts and mandatory cooling breaks have been introduced to reduce continuous exposure to heat.

 

Safety Measures at Construction Sites
To safeguard workers on construction sites, several structured steps have been mandated. New or returning workers will be gradually acclimatized over 3–5 days to prevent sudden heat exposure. Training programs will be conducted to help workers identify early symptoms of heatstroke and administer basic first aid.
Additionally, rest areas will be equipped with shaded tents, air-conditioned rooms, fans, and misting systems to provide relief from the heat. Emergency patrol ambulances will carry ice packs, cold drinking water, and IV fluids to respond quickly to any health emergencies.

 

Guidelines for Toll Plaza Staff
Special provisions have also been made for toll plaza employees, who often work in open environments. Outdoor duties will be limited between 11 AM and 3 PM, with rotational shifts to minimize exposure. Workers will have access to air-conditioned booths and shaded zones.
Continuous availability of ORS, glucose, and cold drinking water has been made mandatory. Staff are also being trained to assist travelers who may experience heat-related distress, making toll plazas a first-response point during emergencies.

 

Current Heatwave Situation in India
Several major cities are currently experiencing high temperatures, often crossing 40°C in northern and central regions. Heat alerts issued by the IMD have prompted stricter implementation of safety measures across sectors.
