NPT vs CTBT: The Global Effort to Control Nuclear Power

Background

Nuclear weapons are very dangerous. To control them, countries made two big treaties: the NPT and the CTBT. NPT means Treaty on the Non-Proliferation of Nuclear Weapons. CTBT means Comprehensive Nuclear-Test-Ban Treaty. They both help stop the spread of nuclear bombs, but they are different. This article explains what they are, their history, differences, and more – all in easy words.

 

What is the NPT?

The Nuclear Non-Proliferation Treaty (NPT) is a global agreement made to stop the spread of nuclear weapons and encourage peace. It has three main goals.

  1. First, non-proliferation — countries that already have nuclear weapons, like the USA, Russia, the UK, France, and China, promise not to share them, while countries without them agree not to build or buy any.
  2. Second, disarmament — all countries work together to reduce and eventually eliminate nuclear weapons around the world.
  3. Third, peaceful use — countries are allowed to use nuclear technology for good purposes, such as producing electricity or for medical and research needs, but they must follow safety rules and allow inspections. In short, the NPT tries to make the world safer by controlling nuclear weapons while promoting peaceful nuclear energy.

 

What is CTBT?

  1. The Comprehensive Nuclear-Test-Ban Treaty (CTBT) is a global agreement that bans all kinds of nuclear explosions, no matter where they happen — in the air, underwater, underground, or even in space. The main idea behind the treaty is to stop countries from testing nuclear weapons so that they cannot develop new or more powerful ones. It also stops any kind of nuclear explosion that a country might claim is for “peaceful” purposes, like digging or research.
  2. To make sure no one secretly conducts nuclear tests, the CTBT has built a huge international monitoring system. This system uses more than 300 special stations around the world that work like a global security network.
  3. They include seismic sensors (which detect underground explosions like earthquakes), hydroacoustic sensors (which listen for sounds underwater), infrasound detectors (which hear low-frequency sounds in the air), and radionuclide stations (which test air samples for radioactive particles and gases).
  4. All this data goes to an International Data Centre in Vienna, where experts analyze it to spot any suspicious activity. Once the treaty comes fully into force — which requires a few more key countries to sign and ratify it — it will become a powerful tool to ensure that no one can test or advance nuclear weapons ever again, helping make the world safer and more stable.

History of the NPT and CTBT 

The idea for controlling nuclear weapons began in the 1950s and 1960s when people feared more countries would get nuclear bombs after the USA and the Soviet Union developed them. This led to the creation of the NPT (Non-Proliferation Treaty), discussed in Geneva from 1965 to 1968, and opened for signing on July 1, 1968, in Moscow, London, and Washington.

It came into force in 1970 and was made permanent in 1995. Over time, many countries joined — China and France in 1992, South Africa gave up its weapons and joined in 1991, and Ukraine, Belarus, and Kazakhstan gave their old Soviet weapons to Russia and joined in the 1990s.

Meanwhile, the CTBT (Comprehensive Nuclear-Test-Ban Treaty) came from efforts to stop nuclear testing that began with the first test in 1945. After hundreds of dangerous tests, a partial ban in 1963 stopped tests in air, space, and water, but not underground. Efforts for a full ban continued through the 1970s and 1980s, and by 1991 both the USA and the Soviet Union had stopped testing.

The UN finally approved the CTBT on September 10, 1996, and opened it for signing on September 24, 1996. The USA signed first but never ratified it, while Russia agreed but withdrew its approval in 2023 because the USA hadn’t done the same.

 

Current Status

For NPT: 191 countries are in it as of 2025. Four didn't join: India, Israel, Pakistan, and South Sudan. North Korea joined but left in 2003. It has meetings every 5 years to check how it's going. The last one in 2022 didn't agree on everything because of Russia and Ukraine issues. Next is in 2026.

For CTBT: 187 countries signed, 178 agreed fully. But it needs 44 special countries (Annex 2) to all agree. Nine haven't: China, Egypt, Iran, Israel, USA (signed but not agreed), India, Pakistan, North Korea (didn't sign), and Russia (agreed but took back in 2023). So, it's not fully on yet. But its watching system is working and catches tests, like North Korea's.

In 2025, things are tense. Iran might leave the NPT because of wars. Russia put nuclear weapons in Belarus. The number of nuclear bombs in the world is about 12,500.

 

Why Are They Important?

  • NPT stopped many countries from getting nuclear weapons. Without it, maybe 25-30 countries would have them now. It helps share safe nuclear tech.
  • CTBT makes testing hard, so new weapons are tougher to make. Even without being fully on, no big tests have happened since 1998 except North Korea's.
  • Together, they make the world safer from nuclear wars. CTBT supports NPT by helping with no new weapons and trust between countries.

 

Criticisms

  • Some say NPT is unfair. It lets five countries keep weapons but tells others no. Countries like India call it "nuclear apartheid." The big countries aren't destroying their weapons fast enough.
  • For CTBT, people worry if it can really catch small tests. Some think labs can still test in secret ways. The USA didn't agree because of worries about old weapons breaking.
  • Ukraine gave up its weapons for NPT promises, but Russia attacked it anyway, making people doubt the treaties.
