What are NITI Aayog’s 6 ideas to boost medium enterprises?

SUMMARY

 

NITI Aayog, in collaboration with the Administrative Staff College of India (ASCI), has released a comprehensive report titled “Designing a Policy for Medium Enterprises.” This initiative aims to bolster India's medium-sized enterprises (MEs), which, despite constituting only 0.3% of registered MSMEs, contribute significantly to exports, employment, and research and development.

 

KEY HIGHLIGHTS

 

  • Disproportionate Contribution: Medium enterprises account for nearly 40% of MSME exports and 81% of the sector's R&D investments, underscoring their pivotal role in the economy. 

  • Challenges Faced: Despite their importance, MEs grapple with limited access to tailored financial products, inadequate adoption of advanced technologies, insufficient R&D support, lack of sector-specific testing infrastructure, and a mismatch between training programs and enterprise needs. 

 

6 STRATEGIC REQUIREMENTS

 

  1. Dedicated Financial Support: Introduce a working capital financing scheme linked to enterprise turnover, a ₹5 crore credit card facility at market rates, and expedited fund disbursal mechanisms through retail banks, overseen by the Ministry of MSME. 

  2. Technology Integration: Transform existing Technology Centres under the Ministry of MSME into 'India SME Competence Centres' to facilitate the adoption of Industry 4.0 practices and integrate MEs into global supply chains.

  3. R&D and Innovation Support: Establish dedicated funding and governance frameworks to promote R&D activities within medium enterprises, enhancing their innovation capabilities. 

  4. Cluster-Based Testing Infrastructure: Integrate medium enterprises into the existing MSE-Cluster Development Programme to facilitate product testing and certification based on sectoral concentration across states. 

  5. Customized Skilling Programs: Map skill needs at the regional cluster level and tailor Entrepreneurship Skill Development Programs (ESDPs) specifically for medium enterprises to address the mismatch between training and enterprise requirements. 

  6. Centralized Digital Portal: Develop a sub-section of the Udyam portal tailored for medium enterprises, providing modules for compliance, market insights, and scheme access to improve awareness and accessibility to various government initiatives. 

This strategic roadmap aims to unlock the full potential of medium enterprises, positioning them as robust engines of growth for India's economy.
