WHAT?

 

The PAN 2.0 Project is an e-Governance initiative by the Indian Income Tax Department to modernize the Permanent Account Number (PAN) and Tax Deduction and Collection Account Number (TAN) systems.

Approved by the Cabinet Committee on Economic Affairs (CCEA) on November 25, 2024, with a budget of ₹1,435 crore, it aims to streamline taxpayer registration services through a technology-driven, paperless platform aligned with the Digital India vision.

 

Key aspects

 

  1. Unified Portal: Consolidates PAN and TAN services (allotment, updates, corrections, Aadhaar linkage, and validation) from multiple platforms (e-Filing, UTIITSL, and Protean e-Gov) into a single, user-friendly digital portal.
  2. QR Code Enhancement: PAN cards will feature dynamic QR codes (introduced since 2017-18 but upgraded) for faster, secure verification of details like name, date of birth, and photo.
  3. Common Business Identifier: PAN will serve as a universal identifier across specified government digital systems, reducing the need for multiple IDs and simplifying compliance for businesses.
  4. Paperless and Eco-Friendly: Promotes digital processes, with e-PANs delivered free to registered emails. Physical cards, if requested, cost ₹50 (domestic) or ₹15 plus postal charges (international).
  5. Free Services: Allotment, updates, and corrections (e.g., name, address, email) are free. Existing PAN cardholders don’t need to reapply, and older cards remain valid.
  6. Enhanced Security: Includes a PAN Data Vault and advanced cybersecurity measures to protect taxpayer data.
  7. Faster Processing: Reduces processing times and improves grievance redressal with a dedicated call center and helpdesk.
  8. Aadhaar Integration: Mandatory Aadhaar linkage and real-time data validation enhance security and combat fraud.
  9. Implementation: Awarded to LTIMindtree, the project is expected to go live within 18 months from August 2025.
  10. The project aims to improve efficiency, accessibility, and security for India’s 78 crore PAN and 7.32 crore TAN holders, making tax compliance and financial transactions seamless while minimizing duplicate PANs.

  6. Aadhaar Integration: Mandatory Aadhaar linkage and real-time validation ensure secure, accurate records, minimizing errors and duplicate PANs.

  8. Optional Physical Card: Physical PAN cards are optional (costing ₹50 domestically or ₹15 plus postal charges internationally), but e-PANs suffice for most transactions, saving costs.
