What is the SOSA Agreement between USA and India?

Background

The SOSA Agreement is a new defense deal between India and the United States, signed in August 2024. Its main purpose is to help both countries get important military supplies quickly during emergencies. This agreement makes their defense partnership stronger and ensures that weapons, equipment, and other essential items can reach on time when needed. SOSA builds on many earlier India–US military agreements and is another step forward in their growing strategic cooperation.


 

What Is the SOSA Agreement?

SOSA stands for Security of Supply Arrangement. It is a pact between the US Department of Defense (DoD) and India's Ministry of Defence (MoD). Under this agreement, both countries promise to give priority to each other's requests for defense goods and services. This helps fix sudden problems in supply chains that could affect national security.

The agreement covers things like materials, equipment, parts, services, and facilities needed for defense. It is not a law that must be followed strictly; it is non-binding, which means both sides try their best but are not forced to. India is the 18th country to sign such a deal with the US, joining others like Australia, Japan, and the UK.

 

The History Behind SOSA

  • India and the US have been building stronger defense links for many years. It started with agreements like the General Security of Military Information Agreement (GSOMIA) in 2002, which protects shared secret info. Then came the Logistics Exchange Memorandum of Agreement (LEMOA) in 2016 for sharing military bases, the Communications Compatibility and Security Agreement (COMCASA) in 2018 for secure talks, and the Basic Exchange and Cooperation Agreement (BECA) in 2020 for sharing maps and satellite data.
  • In 2016, the US called India a Major Defense Partner, and in 2018, gave it special trade status for easier buys. Other steps include the Defense Technology and Trade Initiative (DTTI) in 2012, the Initiative on Critical and Emerging Technologies (iCET) in 2023, and INDUS-X in 2023 for new defense ideas.
  • The SOSA was signed on August 23, 2024, during a visit by India's Defense Minister Rajnath Singh to the US. At the same time, they also signed a deal for posting military officers to each other's commands to share info better. Now, they are talking about a stronger deal called Reciprocal Defence Procurement (RDP) Agreement, which would be binding and help buy defense items from each other like local ones.

 

Key Features of the Agreement

  • Priority Support: If one country needs defense items fast, it can ask the other for priority. The US uses its Defense Priorities and Allocations System (DPAS) to make companies speed up orders. India will create a Code of Conduct for its companies to try hard to help with such requests.
  • Information Sharing: No secret info is shared. All exchanges must follow export rules and are free for checking purposes only. Unclassified info goes through official channels.
  • Points of Contact: Each side has special people to handle requests. For India, it's the Department of Defence Production (email: depc@ddpmod.in). For the US, it's the Assistant Secretary of Defense for Industrial Base Policy (email: d.pentagon.oud-a-s.mb.indpol-dpa.title@mail.mil), with a copy to the Commerce Department.
  • Review and Changes: They can update contact details without changing the whole agreement.

 

Why Is SOSA Important?

  1. Faster Supplies: It fixes supply problems quickly, like during wars or crises.
  2. Stronger Ties: It builds trust and makes defense work together better, like in joint exercises or tech sharing.
  3. For India: It can help get US items instead of relying on Russia, and open doors for Indian companies to join US supply chains.
  4. For the US: It makes its defense base stronger by working with India, especially as it faces its own supply issues.
  5. Bigger Picture: It fits with plans like Make in India and US efforts for safe supply chains. It could lead to more training and deals.

 

Challenges

  1. SOSA is non-binding, so companies may not always respond quickly.
  2. There is no legal pressure on suppliers to give priority.
  3. India’s Code of Conduct may include only big companies.
  4. This could exclude startups and small defence firms.
  5. US export control rules may block certain technologies.
  6. Some items cannot be shared due to security restrictions.
  7. Differences in industry capacity may cause delays.
  8. Private companies may hesitate without clear incentives.

 

Conclusion

The SOSA Agreement is a smart move for India and the US to support each other in defense needs. Signed in 2024, it builds on years of growing friendship and helps both stay safe in a changing world.
