What are the main points of Foreign Trade Policy (FTP) 2023? विदेश व्यापार नीति (FTP) 2023 के मुख्य बिंदु क्या हैं?
  1. Union Minister of Commerce and Industry, Consumer Affairs, Food and Public Distribution and Textiles Shri Piyush Goyal launched Foreign Trade Policy (FTP) 2023 on March 31st, saying that it is dynamic and has been kept open ended to accommodate the emerging needs of the time. केंद्रीय वाणिज्य और उद्योग, उपभोक्ता मामले, खाद्य और सार्वजनिक वितरण और कपड़ा मंत्री श्री पीयूष गोयल ने 31 मार्च को विदेश व्यापार नीति (FTP) 2023 की शुरुआत करते हुए कहा कि यह गतिशील है और समय की उभरती जरूरतों को पूरा करने के लिए इसे खुला रखा गया है।
  2. According to him, India’s overall exports, including services and merchandise exports, which has already crossed the US $750 billion, is expected to cross us $760 billion this year, as against USD 676 billion in 2021-22.  उनके अनुसार, भारत का समग्र निर्यात, जिसमें सेवाओं और व्यापारिक वस्तुओं का निर्यात शामिल है, जो पहले ही 750 बिलियन अमेरिकी डॉलर को पार कर चुका है, इस वर्ष 2021-22 में 676 बिलियन अमेरिकी डॉलर के मुकाबले इस वर्ष 760 बिलियन अमेरिकी डॉलर को पार करने की उम्मीद है।
  3. The policy, which aims to boost the country's exports to $2 trillion by 2030, will shift from incentives to remission and entitlement-based regime. नीति, जिसका उद्देश्य 2030 तक देश के निर्यात को $2 ट्रिलियन तक बढ़ाना है, प्रोत्साहन से छूट और पात्रता-आधारित शासन में स्थानांतरित हो जाएगी।
  4. FTP 2023 is a policy document which is based on continuity of time-tested schemes facilitating exports as well as document which is nimble and responsive to the requirements of trade. It is based on principles of ‘trust’ and ‘partnership’ with exporters. एफ़टीपी 2023 एक नीति दस्तावेज़ है जो निर्यात को सुगम बनाने वाली समय-परीक्षणित योजनाओं की निरंतरता पर आधारित है और साथ ही दस्तावेज़ जो व्यापार की आवश्यकताओं के लिए फुर्तीला और उत्तरदायी है यह निर्यातकों के साथ 'विश्वास' और 'साझेदारी' के सिद्धांतों पर आधारित है।
     
  5. The key approach to the policy is based on these 4 pillars: नीति के लिए प्रमुख दृष्टिकोण इन 4 स्तंभों पर आधारित है:
     
    • (i) Incentive to Remission,   छूट के लिए प्रोत्साहन
    • (ii) Export promotion through collaboration - Exporters, States, Districts, Indian Missions,  सहयोग के माध्यम से निर्यात प्रोत्साहन - निर्यातक, राज्य, जिले, भारतीय मिशन,
    • (iii) Ease of doing business, reduction in transaction cost and e-initiatives and व्यापार करने में आसानी, लेन-देन की लागत में कमी और ई-पहल और
    • (iv) Emerging Areas – E-Commerce Developing Districts as Export Hubs and streamlining SCOMET policy. उभरते क्षेत्र - ई-कॉमर्स निर्यात हब के रूप में जिलों का विकास करना और स्कोमेट नीति को सुव्यवस्थित करना।
  6. This policy emphasises export promotion and development, moving away from the incentive regime to regime which is facilitating, based on technology interface and principles of collaboration. FTP 2023 codifies implementation mechanisms in a paperless, online environment, building on earlier ‘ease of doing business’ initiatives. यह नीति निर्यात संवर्धन और विकास पर जोर देती है, प्रोत्साहन व्यवस्था से हटकर ऐसे शासन की ओर बढ़ रही है जो प्रौद्योगिकी इंटरफ़ेस और सहयोग के सिद्धांतों पर आधारित है। एफ़टीपी 2023 एक कागज़ रहित, ऑनलाइन वातावरण में कार्यान्वयन तंत्र को संहिताबद्ध करता है, जो पहले की 'ईज़ ऑफ़ डूइंग बिज़नेस' पहलों पर आधारित है।
  7. Under this scheme four new towns, namely Faridabad, Mirzapur, Moradabad and Varanasi have been designed as Towns of Export Excellence (TEE) in addition to the existing 39 towns. This addition is expected to boost the exports of handlooms, handicrafts and carpets.  इस योजना के तहत मौजूदा 39 शहरों के अलावा फरीदाबाद, मिर्जापुर, मुरादाबाद और वाराणसी नाम के चार नए शहरों को टाउन ऑफ एक्सपोर्ट एक्सीलेंस (टीईई) के रूप में डिजाइन किया गया है। इस जोड़ से हथकरघा, हस्तशिल्प और कालीन के निर्यात को बढ़ावा मिलने की उम्मीद है।
  8. The TEEs will have priority access to export promotion funds under the MAI scheme and we will be able to avail Common Service Provider benefits for export fulfilment under the EPCG scheme. टीईई के पास एमएआई योजना के तहत निर्यात प्रोत्साहन निधियों तक प्राथमिकता पहुंच होगी और हम ईपीसीजी योजना के तहत निर्यात पूर्ति के लिए सामान्य सेवा प्रदाता लाभ प्राप्त करने में सक्षम होंगे।
  9. Exporter firms recognised with ‘status’ based on export performance will now be partners in capacity building initiatives on a best-endeavour basis. निर्यात प्रदर्शन के आधार पर 'स्थिति' के साथ मान्यता प्राप्त निर्यातक फर्में अब सर्वोत्तम प्रयास के आधार पर क्षमता निर्माण पहलों में भागीदार होंगी।
  10. Under the scheme, efforts to identify export worthy products and services and resolve concerns at the district level will be made through an institutional mechanism - State Export Promotion Committee and District Export Promotion Committee under State and District level, respectively.  योजनान्तर्गत निर्यात योग्य उत्पादों एवं सेवाओं की पहचान करने तथा जिला स्तर पर चिन्ताओं के निराकरण का प्रयास क्रमशः राज्य एवं जिला स्तर के अन्तर्गत एक संस्थागत तंत्र-राज्य निर्यात प्रोत्साहन समिति एवं जिला निर्यात प्रोत्साहन समिति के माध्यम से किया जायेगा।
  11. FTP 2023 outlines the intent and roadmap for establishing e-commerce hubs and related elements such as payment reconciliation, book-keeping, returns policy, and export entitlements.  एफ़टीपी 2023 ई-कॉमर्स हब और संबंधित तत्वों जैसे भुगतान समाधान, बुक-कीपिंग, रिटर्न नीति और निर्यात पात्रता की स्थापना के इरादे और रोडमैप की रूपरेखा तैयार करता है।
  12. As a starting point, the consignment wise cap on E-Commerce exports through courier has been raised from ₹5Lakh to ₹10 Lakh in the FTP 2023 because e-commerce exports are estimated to grow to USD 200-300 billion by 2030. शुरुआती बिंदु के रूप में, एफटीपी 2023 में कूरियर के माध्यम से ई-कॉमर्स निर्यात पर कंसाइनमेंट वार कैप को ₹5 लाख से बढ़ाकर ₹10 लाख कर दिया गया है क्योंकि ई-कॉमर्स निर्यात 2030 तक 200-300 बिलियन अमरीकी डॉलर तक बढ़ने का अनुमान है।
  13. To develop India into a merchanting trade hub, the FTP 2023 has introduced provisions for merchanting trade. Merchanting trade of restricted and prohibited items under export policy will now be possible. It involves shipment of goods from one foreign country to another country without touching Indian ports, involving an Indian intermediary. भारत को मर्चेंटिंग ट्रेड हब के रूप में विकसित करने के लिए, FTP 2023 ने मर्चेंटिंग ट्रेड के लिए प्रावधान पेश किए हैं। निर्यात नीति के तहत प्रतिबंधित एवं प्रतिबंधित वस्तुओं का मर्चेंटिंग व्यापार अब हो सकेगा।  इसमें भारतीय बंदरगाहों को छुए बिना एक विदेशी देश से दूसरे देश में माल की शिपमेंट शामिल है, जिसमें एक भारतीय मध्यस्थ शामिल है।
  14. In line with "Vivaad se Vishwaas" initiative, which sought to settle tax disputes amicably, the government is introducing a special one-time Amnesty Scheme under the FTP 2023 to address default on Export Obligations. विवाद से विश्वास" पहल के अनुरूप, जिसने कर विवादों को सौहार्दपूर्ण ढंग से निपटाने की मांग की, सरकार निर्यात दायित्वों पर डिफ़ॉल्ट को संबोधित करने के लिए FTP 2023 के तहत एक विशेष एकमुश्त एमनेस्टी योजना शुरू कर रही है।
  15. The new FTP also seeks to make Indian rupee a global currency and allow international trade settlement in a domestic currency. नया एफ़टीपी भारतीय रुपये को वैश्विक मुद्रा बनाने और घरेलू मुद्रा में अंतर्राष्ट्रीय व्यापार निपटान की अनुमति देने का भी प्रयास करता है।
